Bad tape job or something else?

Bad tape job or something else?

Recently had a contractor come in and close off this wall, there used to be a large opening with a ledge halfway up the wall looking into the other room. You can clearly see the seams, contractor said because of the trim that was there before, it’s not possible to feather this out any further.

Is this just a bad tape job or something else? Disappointed with the outcome. Would painting the whole wall with a flat paint help reduce the visible difference in old vs new drywall?
