2 ideas are here, I wrote this as a comment but it got long so I made a post instead. I promise this is worth reading.

Rover's distant relative (cousin or something) from his homeland could be interesting. According to their traditions they had to get married, due to low population of the nation. However Rover dodged it by going to Solaris3. This way she would be playable and be female or male depending on the Rover you choose.

She would be there to wrap up things in Solaris3 and take Rover back. According to their laws, they can't harm anyone from their own race in any situation. So she has to convince Rover but Rover doesn't like that. We would have a rival that is similar to Rover but different in some ways. Rover tries to subdue her but she can only defend, that puts her in a serious disadvantage but she still wins. Rover wonders who this mf is but it's a mystery. She could be anyone. Rover and players suspect she's his sister (for 1-2 patches) because they look extremely similar. She confirms they're not siblings but Rover refuses to learn any other information. Rover is the one who chose to forget while she's the one who chose to remember. Similar to Phrolova. Philosophical, cultural conflicts happen.

Another option is putting Rover in an environment where he's at a disadvantage while the rival is at an advantage.

This is the mountain region. In a breakaway state, previously a monarchy. For a long time though a military junta is ruling the country and is trying to accept a humiliating peace deal. Rover is sent there by the neighboring country with the envoy that will sign the peace, envoy has a diplomat assasin woman. On the way there the mission changes. Some general with big boobs overthrew the junta leader to stop the peace, she is called generalissimo, she is kinda dumb. Generalissimo won't accept peace so new mission is to assasinate generalissimo. However Rover and the envoy gets intercepted by some rebels. Rover surrenders to save the diplomat girl. They're taken prisoners by the right hand of the leader of rebels. Right hand is extremely powerful and she basically does all the things.

Leader of rebels is the granddaughter of the last king. Future queen has smaller boobs compared to generalissimo. She releases Rover on the promise that he will kill generalissimo.

Right hand and Rover become rivals because they're both working for the queen. Lots of things happen and right hand resigns due to diplomat girl. Diplomat girl wants to use Rovers new position as right hand to surrender the breakaway country to her country after Generalissimo is overthrown.

At the very end, Rover intentionally loses the final fight against Generalissimo. This results in him getting kicked from being the right hand, rival returns, defeats Generalissimo but Rover helps her escape. Diplomat girls plans fail and breakaway country is saved.

Rover makes generalissimo a Black Shores member but she doesn't realize he's the leader. Diplomat girl comes to Black Shores because she would get hunted down everywhere else. Generalissimo and diplomat girl become best friends. ~~Rover has 10 kids with each~~

This took so long to write but it was enjoyable.
