As a super Mario legend of the seven stars fan I can't help but want it to be Smithy.
Pretty much all the non-Bowser options would be other villains from the RPG series (Cackeletta, the Schroobs, Fawful, Antasma, Reculsa, The Shadow Queen, Dimentio etc)
