New hot water heater issues

Two years ago, got a gas water heater installed (Rheem) by a local plumbing company. 40 gallon for a 4bd/1 bath house. Immediately we had issues with shower/bath getting cold after 10 minutes. We can’t even fill a tub for our kids without it getting ice cold at the end. In the shower, I have to turn the nozzle every 5 minutes.

Company came out and said everything checked out. We’ve just lived with it but it bothers me still. This isn’t right, right?

Why even make a minivan without it? TBH it’s my 2nd most important thing besides reliability. I rode a carnival today and I didn’t have anywhere to put my things. If you’re hauling kids, there’s always a tote bag involved
