A plea for advice: Lilac tree leaves are curling oddly

This potentially sick lilac tree is outdoors in full sun. Watered deeply once a week, or twice a week depending on temperature, about 5-10 gallons by hand shower. Tree is mulched except near the bark. Clay soil but plenty of earthworms and organic matter. Planted 2 years. About 8ft tall.

Has not flowered yet in its life, though the new growth at the very top has some buds set upon it. The leaves are curling in a peculiar way and are bumpy, see attached photo.

The garden has other lilacs that are thriving.

Please help diagnose, would be grateful for any advice!

Save the Boundary Waters Canoe Area and Voyageurs National Park from Destruction: Please Call Your Senators to Oppose House Joint Resolution 140, scheduled for a vote at 10:30AM EST Thursday

The government plans to permanently despoil the country's natural heritage to fill the pockets of a few rich men.

The Boundary Waters wilderness area in Minnesota is a pristine landscape where people can hike, canoe, kayak, and camp. Many of the people who live there depend on jobs or small businesses that support these activities. Alongside it is Voyageurs National Park. The regime is going to open this wilderness to a Chilean mining company that engages in sulfide mining. This produces extremely toxic long-term pollution in water-rich ecosystems.

This goes for a vote in the Senate at 10:30am EST tomorrow (Thursday). If this is something you care about, please call your senators and say that you oppose this. No matter your Senator's party, please make your voice heard.

I am copying a script below, in case it's useful to anyone.

Dear Senator [X], I am your constituent [Name], residing at [Place]. I am calling to ask that you vote no on House Joint Resolution 140.
- We do not want our public lands opened to sulfide mining.
- We do not want the pristine wilderness of this country spoiled.
- We do not want our people and wildlife poisoned.
- I ask that, together with your colleagues, you do everything you can to protect our natural heritage.
