At what point are the police supposed to contact Adult Protective Services

I’m going to make a report myself in regards to this situation but out of general curiosity, when are the police supposed to make a report to APS. Are they supposed to file a report if they suspect elder neglect and abuse? I have a regular where I work who is clearly incapable of taking care of himself, he defecates and urinates on himself, has had multiple strokes, and the people “taking care of him” are really just taking advantage of his condition. I believe the police are very aware of his situation.
