Dirt or DSE?

So i have bought this Tcl QMK6 mast August and it has all this dirty patches on the screen.
I don’t know if it has been this bad since the beginning or has gotten worse, because this is my parent’s tv which i gifted to them, but this doesn’t seem normal.
I have read about DSE and contacted the local distributor which is the biggest one in my country and they said they will check to see the problem. The reason they came up with is that there is dirt inside the screen, which needs to be cleaned. And it costs extra since it is not a tv problem according to them. (I am still in the warranty timeline)
I have never heard about such a problem before, but maybe i don’t have much info. Do you think they are lying? because i certainly think so and i think it is a DSE problem.
