SOLVED - It was placed at the very south of Mars. No idea whether I did that or if it happened automaticlly, but it was hidden under my cards. Not very good logs in this game.
Trying to learn TM and playing my first game after going through the tutorials. Playing this Card did not allow me to place a city tile and there was no explanation. Any ideas? It seems like it is saying I was supposed to get to place a city.
