Basically the title, and how much does it cost you monthly from Pakistan? (including Taxes)

Hi, im not much into the law stuff and hence don't really know much, im a software Engineer and wanted to patent a idea, so i really have 2 questions only

1- how can one file a patent (all the ins and outs)

2- whats the concept of "Rights" of anything and how are they transfered
