Do international students do an associate degree and transfer?

I’m an international student I want to ask about community colleges in Hong Kong. So I have average/bad grades in GCE A levels. Can I do an associate degree at a community college and then transfer from it to a university bachelors in Hong Kong maybe the top three or maybe City University of Hong Kong or Baptist. I also saw one college of university of Wollongong in Hong Kong, which had a two year associate after which you could transfer to a Hong Kong University or even to the university in Australia. So I want to know if any international students actually do this and should I consider it.

Transfer to Year 2 in Bachelor

I am from Pakistan and while most of the people from my country, usually go abroad for their masters degree I want to go abroad for my bachelors. So currently I have to begin my studies here in Pakistan, but I want to transfer after a year so I have currently two options one is to start a university of London’s BBA done locally through a recognizing teaching center of university of London here in Pakistan, it is a three year program. The second option is that I do a four year BBA program here from a local Pakistani university and then transfer after a year. So what I want to ask is can I transfer? Do international students do this and which program is better for me to start here in Pakistan and then transfer from that to Turkey
