While taking a shower the other day, I dreamt up this riddle:

>At 6 o'clock on a weekday, Rudy starts in a provincial capital of his choice. He wants to take public transport and visit (pass through or stop at) all other 9 provincial capitals, and end back in the city where he started.
Where does he start, and what route takes him the shortest amount of time?

I'll post the answer I came up with in the comments, curious to see if anyone finds a better solution.
