Image 1 — Wanting to build/attach handrail to exterior of porch and steps, but worried upper-slab is not thick enough, and has an overhang that seems to make attaching lower not possible - would be like a 10in+ concrete anchor. Any thoughts? (last pic is what I am going for)

Should I just build an elevated deck over this concrete patio, or does it need be demo'd first? Worried about having standing water sit on the concrete due to decreased evaporation if I just build a deck over it, but maybe I'm being paranoid.
