Dolby Atmos for headphones in video games

Does dolby atmos for headphones map the metadata into 7.1.4 channels and then virtualizes it or does it use the metadata itself to create a true 3d audio space?
So when a game supports spatial audio, does that mean that it sends the metadata to dolby atmos for headphones as is and then it virtualizes it, or are channels created anywhere in the pipeline? I'm a bit confused on that?
