Hey everyone, my Indian passport is expiring soon and I need to renew it while I'm in the United State. My situation is a bit complicated, hoping someone here has dealt with something similar.

I'm currently staying in Texas temporarily (crashing at a friend's place), so I have zero address proof from here. My only valid address proof is my Washington State driver's license with a Seattle address on it.

My questions are:

  1. Can I apply to the Seattle consulate? using my WA driver's license as address proof, even though I'm physically in Texas right now? I'm fine with the passport being mailed back to my Seattle address.
  2. Will a Texas notary stamp cause any issues? VFS requires a notarized copy of my visa. Since I'm in Texas, I'd get it notarized here — but my address proof is from Washington. Does the state on the notary stamp need to match my address proof?

Has anyone been in a similar situation or know the answer to these? Thanks in advance!
