Need help finding address of the person who bought but didn’t register my/their vehicle

I could really use some help. I sold my vehicle to someone who did not register it. Now I'm getting parking tickets sent to me. I have the bill of sale with their name and signature, but the city won't do anything without a home address.

Their name is extremely common so looking them up via traditional methods like the white pages has returned dozens of results around the same age in the same city.

So, is it possible to find their home address with just their name and facebook profile? I have their instagram too. I also know what city they said they live in, but it's a big metropolitan area and they may technically live in an adjacent smaller town.

I suspect this person is probably not malicious. They seemed nice just young and not wealthy. I sold them a beater for cheap and warned them the registration would be expensive because I had it registered non-op. I suspect they got sticker shock at the registration and just never completed it because they couldn’t afford it. I just want to officially inform the city so I don’t tank my credit from unpaid parking tickets.

The parking tickets are from downtown in that city, so it's likely where they work.

I've been playing a long time. I only play ranked, but I don't take it as seriously as I used to. I just play for fun, but I'm always trying to win and rank up, I just know I'll never be great at this game and I'm okay with that.

So, I'm currently on the worst playing streak of my career. I won 25-35% of my games over the past 2-ish weeks. Before this everything felt pretty chill. I was winning kind of easily. My opponents seemed really easy to bully in lane, and laning phase has always been my weakest skill.

Then, I dunno what happened, but I basically have been running it down every laning phase and playing the rest of the game from behind. Even the games where laning goes well, or even stomp laning, suddenly I can't finish the win.

Aside from dying too much, because I'm just dying way too much every game, I don't really know what else to adjust. Feels like all my choices these days lead to either being flamed for not dying with my support / teammates, or flamed for inting. It's been rough.

Feel free to roast my op.gg or just me in general. I really don't know how I've fallen this far. Games felt so easy on my climb and now they feel impossible. I don't feel like I've changed anything in my approach to the game, but I'm clearly playing worse and making a lot of bad decisions. Feels like >50% my games, my support completely abandons lane 5-8min in because they hate me want to win other lanes instead. I'm struggling to see what to adjust (aside from not inting, but I'm not even able to do that).
