Which milky toner is better, Anua or TirTir for dry skin?

I’ve been doing a lot of digging to find myself a good toner for my dry skin and the Anua milky toner and TirTir milky toner have been the top two I’ve come down to. I originally was thinking to get the Laneige milky toner, but they aren’t cruelty free. I also have tried Thayers toner, but I honestly feel like it doesn’t do anything for my skin.

My skin type has always been dry skin. It’s definitely sensitive also. Recently I have been getting a lot of pimples around my hairline which I’m not sure if it’s from stress or something else which I don’t know what it would be. I also have been seeing my forehead/t-zone get oily for a long time now.

I would like to know what’s worked for everyone, and any advice or suggestions will be appreciated!
