Does anyone have suggestions to make the citadel more bastard-like under Brill without me going *too far* out of character

So far I have

Force the army to join her hive Mind for "security resons" Or to find enemy spies. Force criminals to join her hivemind so she can watch them.

And some jobs would het replaced by her

Healers (still needed for overseeing the maidens but not as many), scouts, soldiers (reduced), builders and lower level bureaucrats (reduced)

Public Opinion check

Should I have Brill do a quiet takeover on the citadel.

Basically just take over more and more government functions until Cheche isn’t actually doing anything, then officially seize power once she effectively already has it. There will also be a gradual shift towards making her religion more popular, but it won’t actively oppress other religions.

Edit: also Cheche wouldn’t be completely removed from power. He could probably be in charge of a group for if we need Anti Essence stuff or to kill a god
