There is something that feels a bit off for me, so maybe someone can help.
In the game mechanics, when you are level 2, you can choose an order First Ideal. You do not speak the words but you gain Investiture, Breathe Stormlight etc. You now start to work towards Speaking the Words.
Then, later, when you Speak the Words, you gain access to Surges.
This transition seems not natural to me. In the books (IIRC), Kaladin is unable to reliably use Stormlight until he Speaks the Words. When he does it, he gains complete conscioussness of the ability to Breathe stormlight + surges.
All this to say that to me, it feels more natural this way:
-Level 1: player starts attracting a Spren, who encourages the player to keep doing things relates to the order's philosophy. So speak the words is a"hidden goal".
- When at level 2, and when you've done enough actions to fullfil the hidden goal, you bond the spren by Speaking the Words, and now players gain access to investiture, and access to surges at the same time.
