Parking lot questions?

First and foremost, regarding the picture. These painted "stop" lines in WinCo and South Fred Meyer parking lots: is this not a legal requirement because there is no sign? Is it "stop only if there are pedestrians"? I feel like I'm the only one that stops at them regardless of vehicle/pedestrian traffic.

Secondly, I've been seeing quite a number of trucks with trailers (or RVs or moving vans) taking up 4+ of parking spaces closest to the store. I feel like if you're going to take up an excess of parking, you should park further back, but I'm not sure if I'm being unreasonable. Does anyone else think it's rude, or do you think it's reasonable that they'll need to be closer to the store than others? I usually park further back, so it doesn't affect me, but it does bother me lol.
