I am trying to remember an AD set in the middle of the ocean. There was a roadway built over the water with stations where people were posted to assist travelers. The main characters were 4 staff members at one of the stations, who were also protecting and hiding a sea creature that was being hunted by bounty hunters. It definitely had a supernatural vibe as well. Thank yoi!
