Here's a trend I've experienced:

People go to subreddits or Facebook groups and ask about how to get a free website template or a builder with free domains. They usually just want something to add to their Google Business profile or because they heard from some designer/developer that they need a website.

Its fair, right? We all want to cut costs as people starting up. Even I as a designer and creative developer know this feeling. The problem I've found however is that it's pretty useless not answering the question to why you need something.

I've had brands come to me wanting a revamp of their company's visuals but they rarely have the answer to the problem they are solving, let alone what that problem actually is.

Sometimes you want a website, when what you really need is a clarity-campaign. Sometimes you want a new logo, when what you need is better consistency. Sometimes you want a sales funnel, when what you need is to define your customer better.

Small business owners - if you have jumped the hurdle of wanting to cut costs for free/cheap options, congratulations. Be aware though - if the person you are looking to hire doesn't actually help you define the problem you have and just does what you want, then person or agency just wants your money, not to better your business.

Whether that's a good or a bad thing is totally up to you though.
