HOA Strong-arming me to take a day off work

UPDATE: Decided to reschedule directly with sub meter company and they told me to pick any time in June when I’m available and they will come out and just do it for free since they are in my area often. Best case scenario.

My HOA is requiring certain water meters to be replaced. This seems to be within their rights since homeowners are responsible for the pipes while they are responsible for the meters. The meters are in the garages. However, they are only offering one day for this to happen: Tuesday between 8-11 AM. The middle of the work day. They are saying you are subject to a $200 rescheduling fee if you can’t be available. So, essentially they are forcing you to take a day off work. To be clear- the meters aren’t broken or leaking. There is no water emergency. In my 15 years of HOA experience I’ve never seen this scenario before, so I know it’s unusual. Like most people, I really can’t afford to take a day off work or waste a sick day. Thinking about just taking the fee and rescheduling.

Edit 1: lots of people saying open garage remotely- can’t do that since an adult must be present.

Edit 2: some suggesting asking someone to babysit my meter for 4 hours while waiting for someone to show up- not a bunch of people lining up for that job.

Edit 3: this is the new managements doing- not the city. Spoke directly to water company and they said this new management team was looking to save some money.

Edit 4: surprised how many are saying this is normal. It is not normal here given in 15 years I’ve never had to take a day off for a trade orchestrated by hoa management. However, this is new management so perhaps they will operate differently. They did make a mistake with some information they were misinformed on and said they would get back to me with an update.

Edit 5: Just spoke directly with water company and they said they would be able to reschedule me when I’m off from work
