Rebuilding my 80’s fire station. I have the original sticker with dust attached to the old dried up glue. How do I best and safest clean of the old glue and what type of glue should I use to reattach it?

Constantly referred to but what is the legend? I don’t think I’ve ever herd the source for this claim, where is it from?
