What is the most accessible way to control screen size

I hope this is the right place to ask 🙏. My father bought a 65 inch tv and regrets the purchase because of how large it is. With no return policy I started looking for ways to reduce a 65 inch real estate to 32 inch.
The most accessible way that I could find is a PC with capture card set and forget style. He is not very technical so it's better if the solution is persistent so that I could configure it for him and only maintain it once in a while.
The screen he bought is the LG QNED70A6A. He already have an external android tv which can reduce the screen size to 80% ( 20% less of original size ) . I understand the risks of uneven pixel use but it's better than selling it and getting another one since he might as well regret selling it.
