Your thoughts on substance free floors & off campus options

A family member, 21 years old, is transferring to MSU. They have never used alchohol, weed, or any other drugs and have no interest in doing so or being around people who are using, This is not for relgious reason, just experiences with a sibling who had issues with substance use and was criminal justice involved, violent felonies, etc. He wants a single room. What are the chances of getting a room, and what are these floors like in rms of friendliness, support etc, The alternative is an off ampus efficiency, maybe the Tower, or the Landmark. However, the latter seems very expensive. He does not have a car, thoughts?
