What am I supposed to do here? Yamane Bluffs horses with no riders
I found two white horses with no riders and Atsu said "sounds like trouble nearby". I followed the bloodstains and saw a dead body and another horse but couldn't figure out where to go from there. Is this a quest or just a random encounter?
