That was planted by my town. I've removed the dirt off the truck and exposed the root flare the best I could. It involved lots of.hoeing. I munched it but plan to just let the grass and house leeks take over

The town planted this tree, and they did a shit job. I dug off the dirt covering the tree and found a root flare on one side. But what is this on the other side? A sucker?? A branch? Also, do i mulch the tree? Attempt to amend the soil? Water it?

Is this an appropriate depth?
