The audio grows louder later, around 40-60 seconds onward. The iconic chorus can be heard near the beginning, but louder at 2:19.

In the mornings, somebody goes by and blasts this tune. I have become rather fond of it, a real earworm. I can't ID any strings of words because of my elementary Hindi, only some derivation of "swaccha" which is when I finally realised it was a garbage truck after several days. So I am unable to search online for the song. All I learned so far is that there are a few other "Swacchata [localcity]" songs, and of course Bharat because of the campaign.

Do you know the name and artist of this one though? Or, if you don't know the song already, maybe you can pick out some words to help me find the song online?
