Need help with maker and value if any

Wife's Grandmother bought at 1939-40 worlds fair in New York was always curious about maker. Her family always said they were ugly her and I always thought they were gorgeous. Her kids want nothing to do with them, actually that makes me happy. The middle one has an embossed 2 on the base the numbers on the largest make me think 2 of 701 but not sure what do y'all think? Any help will be appreciated.
