Created a very minimal plugin to lock WP plugin update, and add a note as to why

Site admins can easily lock the plugin update and add a note next to it as a reason why the plugin was locked.

Use case.

I recently had an issue with a plugin, where the latest update cause color leak into the Gutenberg editor. So I reverted back to the previous version, but it now show, the usual update available notice.

Now a few days later, I might visit the site again, see the update notice and will update again. When you manage many sites, trying to remember each such cases is difficult.

What to do?

Just lock this plugin. And write a note reasoning, why I locked it. So next time I see the update notice, I can't update. Neither individually nor as bulk update. Once I make sure in a test site everything is working I can update.
