Need advise - new neighbor trying to provoke my elderly parents

Across the street from my parents house there used to live a old widow who recently moved with her son and the house was rented to a younger man living by himself.

He’s been here about a month and a half and without exaggeration he’s fought with the entire neighborhood. I don’t live with my parents but I am there often and here’s a run down of the guys background from info I gathered from the cops

- he’s lived in multiple other places around town and has had the same issues where eventually he’s evicted or is forced out

- he’s very paranoid and possibly mentally ill and thinks a certain family in town which run a couple restaurants are after him or harassing him.

- he’s a control freak and will not let down until the neighborhood is run the way he likes it.

My parents are elderly and mind their own bussines really and he’s yelled at them for things like parking too close to his house, walking on the street, and a whole list of other minor stuff. He’s recently started this trend of blasting music from 10 am to 9 pm daily for whatever reason. The cops were called on him numerous times and he thinks it was my dad who did so he’s hyper focused on my dad.

The daily harassment has become even more excessive but it’s all grey area stuff legally, what is my best course of action? I’m scared for my parents safety especially considering this persons mental state

EDIT: I’ve already started the process of getting security cameras and I’m trying to convince my parents to get a firearm as well
