Inherited a box of old plates from my grandfather a few years back and am finally going through them, most seem normal but these stand out.

Would they be police plates like the later hollow star?

....and are they properly rare? Was gonna hang the entire collection up in my garage but if they are I'll store them oiled up for rust prevention. The 1917 at least, since that 1916 is already more rust than steel 😅
