new upstairs neighbors
two new tenants, both females (f1 and f2) moved in upstairs in my apartment complex 3 days ago. their first night here, f1 was screaming at the top of her lungs about something their dog did for a good 10 minutes, while f2 cried in the background or something. they only stopped when my other neighbor (2) asked them to be quiet and more considering of the other tenants.
today, f1 started yelling at her dog again when she got home, and while taking her dog out i heard her smack the dog and i heard the dog wimper.
i don't want to contact the landlord about it because aparently my landlord is friends with these new tenants, but they're disturbing the peace and frankly- no one wants to listen to someone screaming while enjoying dinner.
oh and they stole also my other neighbor's parking spot (3).
i guess im looking for advice on how to get them to chill out? idk
