I moved in about a year ago and the apartment came with a through the wall air conditioner. The filter has not been changed since I moved in and probably not for a while before that.

A month ago I asked my landlord to make a few repairs and this was the most important one. He has since told me twice that he's going to have his maintenance guy take care of it but he hasn't and it's going to be in the mid 80s next week. The AC is high enough up that I can't safely get to it.

Whose responsibility is this? It's my understanding that since the unit came with the apartment, it's something he needs to take care of.
