He rode on the sidewalk and almost swiped my daughter

I know you guys in the community don’t condone this. What action should I take? Happened 10 minutes ago. No one actually hurt so I figure a police report isn’t worth the effort. Thoughts? Thanks guys!

Shimano XT CS-M8000. Used on an electric cargo bike. I would argue teeth wear isnt bad enough. But the winter road salt was pretty rough. I opted to replace both chain and cassette. Any reason to save this or just discard?
