Friend's Bank Account Was Frozen by HDFC - Took Too Long to Unfreeze - Credit Card Interests over 10k. Need advice

I hope everyone's well.
My friend's HDFC bank account was blocked for protection against fraud - but they did not unblock it for about 5 weeks despite multiple requests every single day.
RBI Ombudsman requires to formally file a complaint with the bank and after 30 days of no resolution is only when we can file a complaint, but HDFCs grievance redressal portal was down. We still tried to email them, and a complaint was lodged and then closed without any communication and resolution.
The problem is - there's huge credit card debt because her account was not available so daily expenses were shifted to the credit cards. The debt has now also gained interest as a result of not being able to access funds - which is now well over INR 10k.
Please note that even though the account is unblocked, UPI, and online banking are still completely frozen.
We'd like to know what we can do about this to waive the interest and a faster resolution (because the financial situation is bleak at the moment despite careful use and planning).
Basically, my friend is being rendered broke because of the misadministration of HDFC bank.
