I know Sindy can't control her freezes but Millhouse has increased level up cost AND increased refresh cost? This hero is weak and needs a buff.

edit: how about minions cost 1 and refresh 3? ;)
(i am not good at balancing anything and this was a random thought i had 2 seconds ago)
