Potential abuse of African Grey?

My neighbor breeds birds. He has about 1000+ birds on his property, of many varieties. Most of them are in the appropriate sized cage and have other companions to spend their time with.

His African grey, however, is alone in this small cage at the very front of his yard. He originally bought a male/female pair and put them in a large cage in the backyard. Then on new years, someone lit a firework which gave the female a heart attack and she died instantly.

He told me the male (Pancho) was super depressed after this and would wail being alone in the cage behind the house. So he moved Pancho to the front yard where he can interact with pedestrians who walk by like myself. He says Pancho is much happier now, but it concerns me how small his cage is.

I’ve lived next door for 6 months and never seen Pancho leave this cage. I asked the owner and he says that he lets him out occasionally but I’ve yet to see this myself.

Is this abuse? If so I’m attempted to adopt the bird. What would be a fair price to pay?
