You can try Unciv's alpha frontier mod if you want something similar on mobile for free.
Unciv is remake of civ5 and it is open source, alpha frontier is a mod for that tries to replicate smac (in civ5) so it is not 1 to 1 copy but its a free game you can try on mobile, it also supports multiplayer.
You can also just play good old civ5 with it.
