What is the easiest foreign language to take at UVA? I took German for 3 years in HS, but I'm not particularly attached to it and lowkey forgot everything.

My mom recently hit a curb, and the right side tires look like this. I don't know anything about cars, so I was wondering if this would be safe to drive or if I should get it replaced ASAP.
