Unfortunate particle timing in the screenshot aside,
I made this by rotating an armor stand with commands such that the glow stick is parallel to the floor and the (future) wall.
I then placed another armor stand and moved it by 0,5 with commands, then moved both of them by about 0,3. Saved both armor stands into a structure to load wherever you want (it's better to select "Remove blocks" if you already have a wall ready and load them from the side/below).

It does look a bit glitchy but I think it can be fixed with better spacing between the armor stands (so that the glow sticks form a line but don't clip into each other too much).
Also in my case I placed barriers under them, so they can be up there.
Alternatively, I think you can continuosly tp them to keep them in place and at the height that you want.

Also, changing the angle is sometimes tricky with structure blocks, so you might have to rotate them with commands

This is all theoretical though, I haven't tested anything yet except this build.
