As far as the WL3 units go I've seen very few people discuss what the second group has in common with some even calling them the leftovers. But that's really not the case at all, if anything they make more sense then most of the other units. Shiho, Minori, An and Tsukasa might seem like a weird group on the surface but what they all have in common is that they were inspired by one person helped them discover their dream, inspired them to chase said dream and all four desire to become like that person. Think about it: Shiho has Sumire, Minori has Haruka, An has Nagi and Tsukasa has Seiichi (and arguably Saki). That's why those four were put together, someone put them on the path to their dreams and they never stopped chasing that dream because of that one person. On top of that An (at least in earlier stories) and Tsukasa both wanted to be exactly like Nagi and Seiichi until both had to find their own path as individuals as opposed to copying their idols.

I know we have the Y!Palla but that's still the only one we've got.

I was going to wait until a Shadows banner with Michela (since she has the same va as Gangle) but I guess I don't have to.
