Why didnt Adam exterminate imps instend of sinners? Is he stupid?

You might think the first man would spare sinners cause they used to be humans and imps ware never human so Adam has no connection twords them. Also Heaven says Hell is way too "Over-populated", wouldn't it make more sense to hunt the imps cause they are more? You can bet your ass Stolas will never be blamed for Octavia leaving him

Since Stolas is always innocent and never did anything wrong. The show in season 3 is gonna paint Octavia as the bad one for leaving her dad who was "trying his best" or Stella for manipulating Octavia... and Stolas will never face any consaquncses for ignoring his daughter in "Loo loo land" just to make Blitz uncomfortable or the same in "seeing stars". Stolas is a neglectful dad who blames everyone but himself.
