Rental house in Wisconsin

I know of someone who is renting a home but not rent to own property. The sewer to the main was made with Orangeburg and started to deteriorate and clogged the sewer. The owner of the property had it fixed and now is trying to force tenants to pay. Also, since they had to tear some sidewalk out to fix the sewer, the city is trying to go after the tenants to have the sidewalk fix.

My question is how can the tenants be forced to pay the bill on this? Is it even legal to after them with no ownership? The owner had two separate plumbers check sewers with a camera before fixing it. Both confirmed it was Orangeburg piping that failed and nothing tenants did to damage the sewer.
