Looking for some help on how to freshen up this Type 99 Arisaka , without taking away the patina from its history.

Any additional knowledge on it would be cool too! From what I was told “1938 Japanese Infantry Rifle , that was brought home as a war prize.” Last time it’s been touched is probably 15-20 years ago.
