It has been 16 months and no response yet

So, I applied for my 2nd travel document after the first one was expired. Technically, It has been more than 16 months since I applied but, it’s has been 16 months since they updated the fingerprint on my application. Is this normal for a travel document to take this long to process even considering the current situation specifically for an individual who’s applying for a second time?

Can a US. Resident buy an apple product from a London store & send his friend in London to pick it up

So, I live in the US. and I want to buy an iPod for a friend in London from a London Apple Store. Can I pay from here and he can go and pick it up ?
