why so many junkies on these blocks?

i know the history of the area (been here 30 yrs) but it seemed to chill out for a while & since the pandemic it’s been nutz.

also I suspect many of the convenience stores selling organic “weed” (not legal) are actually selling crack - little plastic containers are everywhere.

Has a shelter or recovery center been put nearby? we have the same regulars spare-changing for the past 4/5 years - they are going somewhere at night.
