Radar note.. any good?

Is this note worth anything more than face value. The numbers dont seem significant except that its a radar note.

Any idea where to sell silver? I called biloxi pawn and they offered 20% of spot. And triple diamond pawn in Saint Martin said they are paying $25 an ounce for silver. Really ridiculous. Any idea where I can get a decent price for my silver? I dont have much at all, but I rather not get ripped for little that I do have.
