Ive noticed a lot of you seem to be having trouble with this one, when it seems pretty obvious.
Its the "coon" skin cap, plus the last name, hence the relations. He's really whistlin' with this one. I wish there were an "I grew up around shitty old racists, so I can decipher shitty old racists' jokes" flair.
