Support Film? Removal

Hi All, I've been having some success using the different settings profiles and u/HoHansen settings for supports. I've been happy with the results but the support removal is rough. In the pics you can see there is almost a film of support material towards the bottom of the skirt. What causes that? And any good removal advice?

I saw someone here mention steeping it in water. Anyone have any success with this and if so could you go into detail about it?

Where to auto generate resin style supports

What program do you use for good resin style supports for fdm minis? I have been making the models but struggle with supports. I find the tree supports way too much post processing. What's a good free program that can generate the resin supports that you all may use?
